[mnet-devel] release plan for "new unstable release"

Chit chat on IRC [1] says that we have _new working, so we ought to put out an 
unstable release in order to let other people play with it and in order to "keep 
our feet under us".

This proposed new unstable release will feature new FEC, ZNFF [2], new 
localblockstore, cp2pc API (? not sure how complete, but complete enough to 
support:), command-line "get" and "put" tools.  No GUI.  The metatracking issue 
is undecided -- Khashmir might be integrated and debugged in time for this 
release.

As per our version number conventions, it will be named "v0.7.0-UNSTABLE", and 
will eventually be succeeded by "v0.7.0-STABLE".
