[mnet-devel] uncaught exceptions are now unit test failures

I've changed the DoQ to (a) shut itself down if there is an uncaught exception 
in a task that it executes and (b) raise a precondition violation exception if 
you try to add a task to it after it is shut down.

This will hopefully change some of the "passes" in the current mnet_new unit 
tests to "fails", so everybody get to work making them into "passes" again by 
fixing the things that cause the uncaught exceptions!
