[mnet-devel] new search code

I'm going to commit new search code to v0.6.1 before porting it to _new 
and before optimizing the strategy.

Changes:

1.  Completely refactored.  Duplicate code unified, interfaces improved 
(in my opinion), legacy stuff and dead code removed, etc.

2.  It chooses which CT to query first based on avehitlatency/hitratio, 
where avehitlatency is the average total turnaround time of queries that 
succeeded *and* included at least one hit, and hitratio is the ratio of 
queries that resulted in a hit to total queries.

3.  It currently sends out as many queries as it can in the first 
8 seconds.  This is the part of the strategy that I want to work on 
as this could choke a modem and delay the results.
