[mnet-devel] Build Managers, please compile v0.6.1.199-STABLE

I changed the vernum from v0.6.1.198-UNSTABLE to v0.6.1.199-STABLE.

Here is a complete list of changes from 198-UNSTABLE to 199-STABLE:

 * exclude some unneeded binary files from binarytars
 * make mojohttpd search threads die when the HTTP connection is closed
 * make BlockWrangler and FileVerifier constants configurable
 * remove debugprint "warning: found mojosixbitencoded id in protocol.  These should be converted to flat binary encoding."

Build Managers: please compile this version and upload it to the newly renamed 
"v0.6.1-STABLE" part of the sf.net download page.

I promise I won't ask you to recompile for v0.6.1 again unless something very 
bad happens.
