[mnet-devel] v0.6 HTTP UI

The HTTP UI in v0.6 is an unloved beast.

It takes some "DTML" code, stolen long ago from a snapshot of Zope, and then 
uses .dtml templates to generate web pages.  You can find the templates in 
localweb/templates.
