I'm not sure why records should be encrypted. (Perhaps this is a dumb
question.)
If all it takes to decrypt a record is to guess any one of the keywords under
which the record is indexed, then that's pretty weak encryption. In fact, the
two uses of the keyword -- indexing and encryption -- are sort of in tension
with one another. You want many keywords, and easily guess keywords, for
indexing, so that people can find it, but you want few, and impossible to
guess, for encryption.
I guess I don't know exactly what the desiderata are for privacy here.
Whatever they turn out to be, they ought to be included in the design doc!
