[mnet-devel] open issues in record keeper, part 5: load balancing

There's an old joke (a.k.a. problem statement): "What happens to the node who 
is closest to SHA1('Britney')?".

Record Keeper as currently doc'ed doesn't do anything to solve this problem.  
The node who is closest to a metadata "hotspot" just has to suffer.  Perhaps 
it chokes or falls over, and then the hotspot hits the second-closest node?
