[mnet-devel] note about sf.net downloads

Hm.  Actually it *wasn't* that all of the mirrors didn't have the package 
yet.  (Some didn't have the package but some did.)  It was that there is 
something wrong with my Mozilla 1.4 installation on Windows XP Professional, 
such that Mozilla doesn't download the packages from the sf.net "download from 
a mirror" page but MSIE does.
