[mnet-devel] BlockWrangler and new download code

Hi,

Looking over the download code here at lunch, it seems that the code written
for the old file format is a lot more complex because of the concept of
Chunks.

I'm inclined to move the bulk of the code of BlockWranger into download.py
(except for the strategies). FileFetcher.py is almost completely unneeded
and in fact really should have been implemented in the old download command
class, so consitter it dead as well.

Given no one has spoken out for keeping the old filesystem code expect to
see it leaving HEAD soon.

Thoughts?
