[mnet-devel] first stab at new old metatracking committed

I made a branch named branch_new_old_metatracking, off of v0.6.2.290-STABLE.

I've committed it, but I haven't tested it at *all*.

One thing that you guys might like is that you now use metatrackers to 
discover other metatrackers and to learn the current contact info of other 
metatrackers.  Bootpages are now solely for "Original Introduction" -- for 
where you don't know any metatrackers at all, or for where you want to add a 
new MetaTracker that isn't (yet) known to any other MetaTracker.

Something else that you might like is that it is radically simpler code.  
I intend to post a screenshot of v0.6.2.290-STABLE's MetaTrackerLib.py vs. 
v0.6.2.291-branch_new_old_metatracking's peerman.py...
