Interesting, and a bit different than what I had been thinking about as 
an adaptive contact info distribution strategy, but one that will 
probably be easier to get working in the immediate future.  Zooko, I am 
not sure if you noticed this, but the original idea was to re-use the 
block storage and distribution mechanism (or at least its basic 
operational strategies) for contact info -- a chunk of contact info is 
just a small block that needs to get passed around a little faster than 
a regular data block.  Think about this for a bit and let me know if it 
leads to any additional epiphanies :)
