[mnet-devel] making bsddb optional in v0.7

I was setting up a MetaTracker on a server owned by Robert Hettinga, and it
doesn't have bsddb.  Rather than figure out how to install bsddb on that
server, I'd like to change v0.7 so that it doesn't require bsddb unless you are
running a block server.  I looked at it a bit, but the errors occur on import,
e.g. "import localblockstore" or "import blockserver".

On Robert's computer, I just added "try: [...] except: pass" in one place and
commented-out a couple of other lines.  It works -- a MetaTracker is now
running on his computer with no bsddb, but maybe Tschechow has an idea of how
to do it the Right Way?
