The latter.

Okay, this means that <nw31m> did not say "hello" to <33bnp>.

I'll double-check...

Yep, <nw31m> knew about 3 MTs. It chose the other two (not <33bnp>) to say
hello to. Both of them acknowledged its hello, so it was satisfied.

This is how hello should work. Now, it is interesting that someone asked
<33bnp> for <nw31m>'s contact info. Perhaps this was because one of the other
two MTs had failed to respond to them, so they asked <33bnp>. Hopefully the
other MT that had <nw31m>'s contact info successfully responded to the querier.

So anyway, your weather report that reports nodes which said hello to <33bnp>
will only report about two thirds of all nodes, since there are a total of
three metatrackers, and each node says "hello" to two of them.

Maybe your log doesn't include message Ids?

I just rebooted my computer an hour ago, and here is a new log. The most
recent exchange with <33bnp> was just recently:

2004-03-28_19:19:48 () ---> <33bnp>: sending: (id: <mm4tw>, type: do you have blocks, msg: [<1zj7d>, <1saya>, <1uhnb>, <1of5i>, <1xpiu>, <1q6pp>, ...]), 1426 bytes uncomp, reasonchain :(('send_message_with_lookup', <mm4tw>, <33bnp>, 'do you have blocks'),)
2004-03-28_19:19:49 () <=== <33bnp>: receiving: (id: <jagoo>, type: do you have blocks response, ref: <mm4tw>, msg: []), 325 bytes uncomp

Tag working_metatracker is fine. So is HEAD. Arno and I recently discussed
the differences between working_metatracker and HEAD -- see mnet-devel archives
from about a week ago for that description.
